本會已於2018年10月14日台北喜來登大飯店一樓清翫廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「自台灣永續建築環境促進會主辦SB07 Taipei國際會議後，相隔11年，台灣建築學會將舉辦SB系列會議「2018環亞熱帶創新低碳綠建築國際會議」，傳承效果已達成，期望能持續將數位共生的理念傳遞至國際。另外，根據聯合國IPCC近日發表的報告指出，最快在2030年全球均溫就會上升1.5℃，屆時將引發更多天然災害。所以，除了各國必須採取對策外，個人亦須做出改變，故本月份仍進行「祐生謎‧猜」，題目為：「2019年台北市最高溫的月份以及最高溫度是幾度？」藉此提醒大家持續關注氣候變化。」隨後，黃晉英秘書長揭曉2018年「祐生謎‧猜」答案：台北市最高溫月份為7月份/38.5℃，並致贈禮品予獲獎者─見習生蔡婷喻小姐，榮獲氣壓式溫濕度計乙台。
The October Archilife Public Policy Communion of 2018 was held on October 14, 2018. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "11 years have passed since the SB07 Taipei International Conference hosted by the TSSBE, the Architectural Institute of Taiwan will host the "2018 Conference on Innovative Low-Carbon and Green Buildings in Subtropical Area", in the hopes of passing on the concept of digitalization of life and symbiosis with nature to the international community. According to a recent report published by the United Nations IPCC, the global average temperature will rise by 1.5℃ as soon as 2030, which will trigger more natural disasters. Therefore, we still host the "Archilife Riddle Guess" this month, to guide everyone to continue to pay attention to the impact of climate change." Secretary General Huang Chin-ying subsequently announced the answer to the 2018 "Archilife Riddle Guess", and she presented the prize, a pressure-type thermo hygrometer, to the winner, intern Ms. Tsai Ting-yu.
 緊接著進行專題演講，由國政會委員陳凱凌先生主講「機場捷運興建與營運」。主講人首先表示機場捷運於2006年6月開工，一直到2017年3月正式通車。期間所面臨的問題包括工程狀況及營運準備未周全，故於2015年中央與地方簽署合作備忘錄，共同解決各階段待改善缺失項目。主講人表示台灣未來軌道發展，重點在於掌握核心軟體系統。在營運績效部份，至2018年2月運量突破兩千萬人次，相關營收亦優於預期。機場捷運達到大眾運輸節能減碳的目的，也帶給國人更便捷美好的生活。
Next on the schedule was the keynote speech. First, Mr. Chen Kai-ling presented a speech on the "Airport MRT Construction and Operation". He started off by stating that the construction of the Airport MRT commenced in June 2006, and was officially open to the public in March 2017. Problems faced during the period included some construction issues and insufficient preparation for operational readiness. Therefore, both the central and local government signed a memorandum of cooperation in 2015 to jointly resolve any unsatisfactory areas or problematic issues. Mr. Chen stated that Taiwan's future railway development hinges on the availability of core software systems. As of February 2018, the Airport MRT has transported over 20 million passengers, with greater than estimated revenues. The Airport MRT has fulfilled its purpose to conserve energy and reduce carbon emissions while offering the public a convenient means of transport.
 接著由國政會委員張宇彤小姐主講「打狗外灘再生」。主講人首先由再造歷史現場「興濱計畫」談起，計畫逐步復興哈瑪星歷史場域。主講人佐以豐富的歷史圖片，讓與會者見證哨船頭及雄鎮北門的歷史空間形貌變遷。哨船頭於1875年已為國際貿易商埠，岸邊設道路，標註「bund」，意即「外灘」。經過日據時期及戰後逐漸沒落，近年來觀光業興起，高雄市政府戮力於雄鎮北門及哨船頭臨港空間歷史場域的再生，期能在保存文化資產的同時，朝向觀光發展轉型，再造哈瑪星歷史風貌。
Next, Ms. Chang Yu-tung spoke on "Kaohsiung Beach Restoration Project". She started off by touching on the "Hamasen Restoration Project", to gradually restore historical Hamasen to its previous glory. Ms. Chang supplemented her presentation with historical photographs, which allowed participants to witness the changing face of Shaochuantou and Syongjhen North Gate. By 1875, Shaochuantou was already an international trading commercial port. Roads were built along the embanked quay, which was taken to refer to the "bund". Shaochuantou gradually became deserted after the Japanese occupation and the post-war period. With the rise of the tourism industry in recent years, the Kaohsiung City Government has spared no effort in restoring Syongjhen North Gate and the Shaochuantou port area, in the hopes of preserving cultural assets while driving its transformation from commerce to tourism, to bring glory back to the Hamasen area.
 接著由國政會委員陳遠鴻先生主講「都市危老建物加速重建條例操作評估說明」。主講人首先表示根據統計，全台屋齡30年以上老屋384萬戶亟待更新。行政院營建署也推動老屋健檢，給予經費補助，辦理耐震能力初步評估及詳細評估，協助民眾瞭解、改善住宅之結構安全。主講人接著說明「都市危險及老舊建築物加速重建條例」重要條文內容，危老建物重建也提出容積、減免稅賦、放寬建蔽率及高度限制等獎勵措施，期望加速都市計畫範圍內危險及老舊瀕危建築物之重建，改善居住環境。
Next, Mr. Chen Yuan-hung spoke on "An Operational Assessment of the Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings". First, according to statistical data, there are 3.84 million old houses across Taiwan that are above 30 years of age and need reconstruction. The Construction and Planning Agency of the Ministry of the Interior also supported the move to inspect and reconstruct old housing by providing financial assistance and preliminary and detailed assessment of earthquake resistance, to help the public understand and improve the structural safety of their homes. Mr. Chen went on to explain key details in the "Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings". To accelerate the improvement of the living environment via the reconstruction of dilapidated and old urban buildings in areas targeted for urban redevelopment, the Construction and Planning Agency introduced various incentives such as greater plot ratios, tax reductions, and less stringent greater building coverage ratios and height limits.
 演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束十月份國政聯誼會。
After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The October Archilife Public Policy Communion ended smoothly.
