  本會於2019年10月20日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目過後,隨即由主持人帶來重要訊息:「祐生已於9月3日正式遷址「長‧安樓」,希望祐生成員們能藉由自身的體驗,提出建議與看法,讓「長‧安樓」空間環境更加完善,進一步達成長壽三要素:「健康的飲食、健康的心理狀態、健康的空間」。另外,祐生一直以來持續向國家提出許多建言,其中循環經濟─搖籃到搖籃(C2C)的政策已在行政院落實,目前也有認證標章,使產品供應鏈、產品本身及回收再利用方式皆對環境友善,實現生物循環和工業循環,也呼應祐生共生循環理念。」
  The October Archilife Public Policy Communion of 2019 was held on October 20, 2019. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "The Archilife Research Foundation was officially relocated to "Chang‧An Building" on September 3rd. We hope Archilife members will give us their suggestions and views based on their own experience, so as to perfect the "Chang‧An Building" space and further achieve the three elements contributing to longevity: "healthy diet, healthy psychological state, and healthy space". In addition, Archilife has been giving a lot of suggestions to the country. In particular, the circular economy-cradle to cradle (C2C) policy has been implemented by the Executive Yuan, and there are certification marks at present that ensure product supply chains, products themselves, and recycling and reuse methods are environmentally friendly, achieving biological cycle and industrial cycle and echoing Archilife’s concept of a symbiotic cycle."
  緊接著進行專題演講,由國政會委員王文安先生主講「山巔海涯的校園自然環境美學再造」。主講人首先表示教育部美感教育中長程計畫能讓孩子擁有美的素養,也是個體與外界溝通的歷程中,能夠涵蓋知識、技能、習慣的基本能力,始能覺察空間的特殊性。主講人進一步以位於台中梨山的一所學校為例,該校海拔2012公尺,交通不便,工程有一定難度,但在克服所面臨的困難之後,依該校的特質結合當地環境,成就了能提供更多美感教育活動的場域。期望未來能持續深耕下一代美感教育,完善美感教育支持系統,深化美感教育學術及實務之發展,提升美感素養,帶動校園、社區空間美學,提升國民美感競爭力。
  Next on the schedule was the keynote speech. First, Mr. Wang Wen-an, presented a speech on the "The reproduction of the beauty of campus natural environment by mountaintops and sea cliffs". The presenter first said through the Mid- and Long-term Education Plan of the Ministry of Education, children can have an aesthetic sense, which is the basic ability covering knowledge, skills, and habits throughout the course of individuals’ communication with the outside, enabling them to detect the uniqueness of space. The presenter further used a school in Lishan, Taichung as an example. The school is located at an altitude of 2012 meters. Due to transportation inaccessibility, construction involved a certain degree of difficulty. However, after overcoming the problems faced, the school’s features coupled with the local environment made it a venue accommodating more aesthetic education activities. We expect aesthetic education to continue to be cultivated for future generations to prefect the aesthetic education support system, deepen the academic and practical development of aesthetic education, improve the aesthetic sense, promote aesthetics in campuses and community spaces, and enhance national competitiveness in aesthetics.
  接著由國政會委員林致遠先生主講「新竹縣地方創生案例分享」。主講人首先說明「地方創生」源於日本,其中心思想是「產、地、人」三位一體,也就是希望地方能結合當地地理特色及人文風情,讓城鄉皆能發展出合適之產業。主講人首先以新竹五峰鄉為例,營造宜居、宜家與宜生的地方創生圈,活絡地方經濟,建構宜居環境。接著以關西鎮為例,進行「古鎮新城」創生計畫,傳統產業運用新型態經營與銷售方式,重新詮釋與發展仙草、製茶等創新營運模式。未來,期望政府單位持續協調整合部會地方創生相關資源,落實推動地方創生工作,逐步促進島內移民及配合首都圈減壓,達成「均衡台灣」目標。
  Next, Mr. Lin Chih-yuan spoke on "Sharing of Local Creation Cases in Hsinchu County". The presenter first explained "local creation" that originated in Japan. Its central idea is the trinity of "production, place, people", which is intended for localities to combine their geographical characteristics and cultures and customs for urban and rural areas to develop suitable industries. The presenter first used Wufeng Township, Hsinchu as an example, building a livable, home-based, and livelihood-based local creation circle, revitalizing the local economy, and constructing a livable environment. He went on citing Guanxi Township as an example, carrying out the "old town; new city" creation plan, the traditional industry’s use of new business modes and sales approaches, reinterpreting and developing grass jelly, tea production, and other innovative business models. In the future, we hope the government will continue to coordinate and integrate ministries and localities for creation related resources, implement and promote local creation work, and gradually promote immigration within the island, and carry out stress reduction in conjunction with capital ring stress reduction, thereby achieving the goal of "balanced development in Taiwan".
  接著由國政會委員林得恩先生主講「改變的希望-從氣候異變環境教育推廣談起」。主講人首先表示,資料顯示氣候異變伴隨的極端天氣現象已越來越劇烈,所以從底札根的教育工作非常重要。主講人接著提到目前於新竹教育共學團所擔任的教育工作,透過實驗與驗證、參訪與交流,教導年輕學子們了解氣候異變對於全球各地環境所造成的威脅與影響層面,讓他們能夠藉由對極端氣候的認知,激發珍愛地球的責任心。最後,主講人感性提到,人生總是不斷的追求,在追求的過程中,也許不知不覺破壞了周遭的環境,希望每個人都能以自身的力量,讓大家了解氣候異變,以及保護地球的重要性。
  Next, Mr. Lin De-en spoke on "Hope of Change-A Talk on Climate Change and Environmental Education Promotion". The presenter first said that data have shown extreme climate accompanying climate change has become more intense than ever, thus the great importance of down rooting education. The presenter went on about the current educational work undertaken by the Hsinchu Education Group. Through experiments, verifications, visitations, and exchanges, young students are imparted with knowledge of the threats and the impact of climate change on the environment in all parts of the world, eliciting their sense of responsibility for the love of earth based on their knowledge of extreme climate. Finally, the presenter mentioned sentimentally: "In life, we constantly pursue our goals. While doing so, we may also be destroying the surrounding environment without knowing it. I hope everyone will make an effort for others to understand climate change and the importance of earth protection."
  演講完畢,黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後,圓滿地結束十月份國政聯誼會。
  After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The October Archilife Public Policy Communion ended smoothly.
