2016年6月份國政聯誼會縮影 　　本會已於2016年6月19日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「見到在座祐生成員依舊保持笑容，足見大家在面對極端的氣候環境中擁有智慧及充足的知識力應對。祐生亦持續進行特組研究，目前恩梯特組探討氣候異變之影響及因應策略已頗具成果，未來下半年也將由新世代開展潛鋒特組，探討未來百年人類生態聚落變化。近來天氣炎熱，溫差適應不及必會對人體健康造成影響，提醒大家特別注意，調整日常行為準則，以「保守、保守、再保守」為原則，必能走得更長遠。」 　　The May Archilife Public Policy Communion of 2016 was held on June 19, 2016. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "From the smile of Archilife members, I can see you must have enough intelligence and knowledge to deal with extreme weather. Archilife also continues its relevant research through different special research teams. Currently, the findings concerning the impact and mitigation/adaptation of climate change by the NT Special Team are encouraging. In the coming half-year, the new-generation Pioneer Team will start an investigation of human ecology and human settlement in the next century. It has been very hot lately. This will affect the physiological health of those who have an adaption problem to temperature change. Please be reminded to adjust your daily life habits. Be "conservative, conservative, and more conservative" is the guideline to walk farther and further." 　　緊接著進行專題演講，由國政會委員林得恩先生主講「一粒種子--氣候異變的信息傳遞」。主講人首先提到今年1月份台灣北部降雪的情景，接著6月份氣溫創新高，以及6月初鋒面滯留的強降雨導致桃園機場癱瘓的災情，明顯感受到未來的氣候變化:「冷熱無常，旱澇交替」。接著主講人講述兩個重要觀念，其一為機尾亂流肇生的環境條件及結構特徵已不同以往，因氣候異變的影響而可能發生在各種情形增加危險；其二為都市熱島效應顯著伴隨局部環流，顯示與午後熱對流增加降雨量有某種程度的關連。最後，主講人表示若能以祐生概念「大樹效應」做為因應，必能減少未來許多災害的發生。 　　Next on the schedule was the keynote speech. First, Mr. Lin De-en, presented a speech on the "One Seed: A Message from Climate Change". First, he mentioned the usual weather events in Taiwan this year: snow in northern Taiwan in January, record-high temperature in June, and the torrential rain that flooded Taoyuan Airport due to a stationary front in early June. All these are perceivable evidence of climate change: unpredictable temperature change and drought-flood interchange. Then, the speaker introduced two important concepts: (1) the occurrence condition and structural condition of tail turbulence has changed as a result of climate change, and different forms of tail turbulence can increase danger; and (2) the co-movement effect of the urban heat island effect and local circulation strongly suggests a correlation between rising thermal convection in the afternoon and increased conventional rain in volume. Lastly, the speaker suggested that the "tree effect" advocated by Archilife could help reduce disasters in the future. 　　接著由國政會委員張震鐘先生主講「文化遺產活化再生」。主講人首先提到世界遺產登錄是一項由聯合國支持、聯合國教科文組織負責執行的國際公約建制，以保存對全世界人類都具有傑出普遍性價值的自然或文化處所為目的。臺灣有符合世界遺產條件之物件，但因臺灣不是聯合國一員，所以無法簽署條約，但仍做好準備，等待機會，目前計畫聯合其他國家以區域型文化遺產角度切入，突破困境。主講人接著提出了全球遺產活化再利用的案例，如德國魯爾工業區及台灣九份金瓜石等，表示須適度導入活動，創造營收，以有足夠的經費維持與維護。 　　Next, Mr. Chang Chen-chung, spoke on "Revitalization and Regeneration of Cultural Heritage". First, the speaker mentioned that world heritage registration is an international convention supported by the UN and implemented by UNESCO to preserve natural or cultural properties with outstanding and general value to humankind. Although there are qualified cultural heritage artifacts in Taiwan, we could not sign the convention as we are not a UN member state. We must prepare ourselves and wait for the opportunity. Currently, we plan to join the convention with other member states in the name of a region. Then, the speaker introduced a few examples on the revitalization and reuse of cultural heritage worldwide, such as the Ruhrgebiet in Germany and Jiufeng and Jinguashi in Taiwan. According to him, by introducing suitable activities, we can make profit to maintain and sustain these cultural heritages. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束六月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The June Archilife Public Policy Communion ended smoothly.
